266. Every deputy returning-officer who initials a ballot-paper before the person for whom it is intended has been conceded the right to vote shall be guilty of an offence and liable to a fine of twenty-five dollars to one hundred dollars and, on failure to pay the fine, to an imprisonment of one to three months.
