249. (1)  No ballot-paper shall be given to any person who refuses to take the oath provided for in section 248, or who having taken the oath has not answered the questions as prescribed by that section.
(2)  Every person who presents himself at a polling-station and applies to vote must vote at once. If he leaves without doing so, except because of illness or irresistible force, he shall not be permitted to vote.
