234. (1)  Agents entitled to be present in the polling-station during polling hours, if they are in attendance at least fifteen minutes before the hour fixed for the commencement of the polling, shall be entitled to examine the envelope containing the ballot-papers, to have the ballot-papers intended for use thereat counted and to examine such ballot-papers and all other papers, forms and documents relating to the poll.
(2)  The opening of such envelope and the other operations enumerated in this section shall only take place before the agents authorized to be in the polling-station, if they are present fifteen minutes before the hour fixed for the opening of the polling-station.
