216. (1)  All those who have worked at the printing, counting, putting into booklets, packing and delivering of the ballot-papers shall also file with the returning-officer a sworn declaration affirming that they have not furnished ballot-papers of the same description to any person except the returning-officer.
(2)  Such declarations shall be immediately transmitted by the returning-officer to the director general of elections.
