188. From nine hours until noon and from thirteen hours to seventeen hours, on days which are not holidays, the returning-officer shall permit any candidate or elector to examine and consult, in his office, the notice of the polling and the list of deputy returning-officers and poll-clerks, after they have been posted up, and the electoral lists to be used at the voting.
