168. (1)  If only one candidate has been nominated within the time fixed, the returning-officer shall forthwith make his return in the form 39 to the director general of elections, certifying that such candidate is elected.
(2)  He must send within forty-eight hours to the person elected a duplicate or certified copy of such return.
