142. The following persons shall not take part in elections:
(a)  the persons mentioned in section 49, except election officers as to the performance of their duties;
(b)  the judges of the Supreme Court of Canada, the Federal Court, the Court of Appeal or the Superior Court, the judges of the sessions, the judges of the Provincial Court, the judges of the Youth Court , municipal judges, the Public Protector, any permanent prosecutor of the Attorney-General.
