138. Every election officer whose duty it is to issue copies of or extracts from electoral lists, who knowingly makes any entry or omission in the copies or extracts furnished and certified by him, shall be guilty of an offence and liable to a fine of $100 to $500 and to an imprisonment of one to twelve months and, on failure to pay the fine, to an additional imprisonment of fifteen days to three months.
