137. Any person omitting, neglecting or refusing to do any act or perform any duty which he is obliged to do or perform respecting the enumeration of electors or the preparation or revision of the electoral lists shall be guilty of an offence and liable, if not otherwise punishable under this Act, to a fine of $50 to $200 and, on failure to pay such fine, to an imprisonment of eight days to six months.
