116. The director general of elections shall furnish each returning-officer with the necessary number of books to prepare the list of electors and shall enter in a special register the numbers of the books so furnished. The returning-officer shall deliver six books to the enumerator of each polling-subdivision and shall note, on a list specially prepared for such purpose, the numbers of the books so delivered.
