14. (Repealed).

14. All penalties and forfeitures for any offence against this act, shall be levied by seizure and sale of the goods and chattels of the offender, by warrant of distress, under the hand of a justice of the peace of the district where such offence, neglect or default has happened. The seizing officer, after having deducted, from the proceeds of the sale, the costs of suit and execution, shall hand over to the parties entitled thereto the balance of the proceeds. The justice of the peace must grant such warrant, after complaint made to him, upon conviction of the offender.
All fines and forfeitures levied under the authority of this Act shall be paid, one-half to the informer, and the other half to Her Majesty, except that no churchwarden, constable or peace officer, prosecuting as such, shall be entitled to any part of any fine, but only to his costs, and in such case the whole penalty shall go to Her Majesty.
