79. For each session of the Legislature, at the end of each month and at the end of the session, each member shall furnish the accountant of the National Assembly with a statement, signed by him, of the number of days’ attendance during the month or session, as the case may be, and if the statement includes days on which the member has failed to attend by reason of illness or official activity, the statement must set forth that fact, and that his absence was due to such cause and was unavoidable.
Upon the said statement being certified by the accountant of the National Assembly and sworn to by the member before the said accountant, or before any person authorized to take affidavits, the sessional indemnities and allowances and the repayments authorized by this act shall be paid by the Minister of Finance. Nevertheless, the Minister of Finance shall from time to time remit to the accountant of the National Assembly the sums necessary to pay forthwith the indemnities and allowances due to the members of the Assembly and the repayments authorized by this act.
