41. The President of the National Assembly and three members of the Conseil exécutif, selected by the Government, shall be appointed and constituted commissioners for the purposes of fulfilling the duties entrusted to them by this act; the Government shall also designate three other members of the Conseil exécutif as substitute commissioners; each of them may act in the place of a commissioner who is absent or unable to act. The names of such commissioners shall be communicated to the President of the National Assembly at the commencement of each session and he shall notify the National Assembly of their appointment.
Three of such commissioners, of whom the President of the National Assembly must be one, shall form a quorum.
