23. (Repealed).

23. (1)  Penal proceedings may be instituted by the Attorney General or, upon a resolution by the Bureau, by the Order.
(2)  When proceedings are instituted by the Attorney General, the fine collected shall be paid into the consolidated revenue fund; when such proceedings are instituted by the Order, it shall receive payment of the fine collected.
