61. The suspension or cancellation of a permit shall be served by a bailiff or an inspector of the Commission who shall leave a certified copy of the order of suspension or cancellation of the Commission at the domicile or place of business of the holder, by calling on the holder or a reasonable person found at such domicile or place of business. The suspension or cancellation shall be effective from such service.
When the suspension or cancellation is made upon the request of the permit-holder, the service of the notice may be made by registered or certified mail.
