130. Notwithstanding the provisions of section 129, in any municipality where a prohibition by-law is in force or the municipal council of which has decided, in the manner indicated in the Temperance Act (Revised Statutes, 1964, chapter 45), that all permits or certain permits shall not be granted, the municipal corporation may prosecute any contravention of this act. In such case the municipal corporation shall receive the fines collected and shall be responsible for costs.
