30. Unless otherwise obliged to do so, every person contemplated in section 29 shall no longer be required to give security or a certificate of insurance or of financial responsibility contemplated in the Automobile Insurance Act
(a)  if prescription is acquired; or
(b)  when he has furnished a proof of payment of the damages caused in the accident; or
(c)  when he has been exonerated by a final judgment of all responsibility for such damage resulting from the accident.

30. If two years after the date of the accident, a person referred to in section 29:
(a)  has not agreed to pay damages resulting from the accident; and
(b)  has not been sued for such damages; or
(c)  if, before or after such delay, he has been exonerated by a final judgment of all responsibility for such damages,
he shall no longer be required to give security or proof of financial responsibility, unless otherwise obliged to do so.
