38. (Repealed).

38. If, after the end of the fiscal year 1968/69 and of each subsequent fiscal year, the total amount distributed to the municipalities for such fiscal year, without taking into account the payment made under section 37, is less than the total compensation provided for in section 32, the difference shall then be apportioned among all the municipalities in proportion to their population shown in the last enumeration recognized under section 42.
