214. The fine for an offence described in section 213 belongs to the council where it has taken charge of the penal proceedings.

214. Where proceedings are instituted by the Attorney General, the fine levied shall be paid into the consolidated revenue fund. In all other cases, the fine shall be levied by the council which instituted the proceedings.
