62. If the governing board is unable to hold a meeting for lack of a quorum after three consecutive notices have been sent at intervals of at least seven days, the school service centre may order that the functions and powers of the governing board be suspended for the period determined by the school service centre and that they be exercised by the principal.

62. 62. Where the school committee fails to appoint the required number of representatives of parents, the principal shall perform the functions and exercise the powers of the orientation committee.
Failure by the teachers, the members of the non-teaching professional staff, the members of the support staff or the students to elect their representatives does not prevent the formation of an orientation committee.
