9. (Repealed).

9. Three members, including the President or Vice-President of the Board, are a quorum at meetings of the board of directors.
In case of a tie-vote, the President or, in his absence, the Vice-President has a casting vote.

9. In the case of temporary inability to act of the General Manager, he shall be replaced by the vice-chairman or, if there is no vice-chairman, by a person appointed temporarily for such purpose by the Government.
