14. (Repealed).

14. The management of the commission shall be under the jurisdiction of the executive committee which shall exercise the powers assigned to it by the by-laws of the commission. Such executive committee shall consist of a chairman, two vice-chairmen and a secretary appointed by the members of the board of directors.
