24.1. In a forest management unit, the Minister may issue to a person who applies therefor, on the conditions he determines, a forest management permit for the harvest of timber not allocated under a timber supply and forest management agreement or a forest management agreement where he is of opinion that such harvest will promote the growth of stands in the forest areas in which it is carried out.
The permit may be issued only for an experimental or research activity.

In a forest management unit, the Minister may issue to a person who applies therefor, on the conditions he determines and with the authorization of the Government, a forest management permit for the harvest of timber not allocated under a timber supply and forest management agreement where he is of opinion that such harvest will promote the growth of stands in the forest areas in which it is carried out.
The permit may be issued only in respect of a punctual management activity for experimental or research purposes or to execute a guaranty of auxiliary timber supply provided in an agreement entered into by the Minister.
