66. Where the Minister of Civil Service considers that it is neither practicable nor in the public interest to apply this act to a position of a casual nature in the civil service, or to a position with an agent-general or delegate-general of Québec, he may, upon the recommendation of the Commission and with the approval of the Conseil du trésor, exempt that position from such provision of this act as he may indicate, except that he cannot exempt a position of a casual nature from the application of sections 110 to 116.
The Minister of Civil Service shall determine by regulation the manner in which a position he has so exempted and the incumbent member of the civil service staff are governed.
Within thirty days after the opening of each session, the Minister of Civil Service shall table before the National Assembly an annual report indicating the positions so exempted, the reasons therefor, and the regulations made.
