41. End of effect: 1 April 1984.

41. An Office du recrutement et de la sélection du personnel de la fonction publique, composed of three members including a chairman, is established.
On the motion of the Prime Minister, the National Assembly, by a resolution approved by a two-thirds majority of its members, shall appoint the chairman and the members of the Office to a seven year term.
The Government shall fix their salary and allowances.
