88. No councillor, nor any officer, assessor, legal adviser or other professional employed by a local municipality or a municipal body responsible for assessment, nor any partner or employee of such an assessor, legal adviser or other professional, may be a member of the board. In no case may a member of the board who is a civil servant hear or decide any matter in which the Government or any of its ministers or agencies is interested.
