53. The school is established, under the authority of a principal, by the school board, which shall determine the name and location of the school, the immovable property placed at its disposal and the programs of instruction offered by that school; the deed of establishment shall, in addition, indicate the numbers of seats assigned to the parents and teachers on the school council in accordance with Division II of this chapter.
