99. A matter is commenced by a pleading, called the originating pleading, being filed at the secretariat of the Tribunal in accordance with the Tribunal’s rules of evidence and procedure.

99. The Government shall designate, from among the members of the Tribunal, a president and the number of vice-presidents, it determines.
They shall exercise their functions on a full-time basis.
The president shall coordinate and assign the work of the members.
