54. A person is a qualified elector if
(1)  he has attained 18 years of age;
(2)  he is a Canadian citizen;
(3)  he has been domiciled in Québec for at least 12 months;
(4)  he is not interdicted, is not under close treatment pursuant to the Mental Patients Protection Act (chapter P-41) and is not under the jurisdiction of the Public Curator; and
(5)  is not under any disqualification to vote contemplated in this Act.
