359. The allowance shall be computed by dividing between the parties, proportionately to the percentage of the valid votes obtained by them at the last general election, a sum equal to the product obtained by multiplying the amount of 25 cents by the number of electors entered on the electoral lists prepared at the last annual enumeration.
