1. Every municipality, whatever its population, is subject to Chapters IV and V and Divisions II, III.1 and V to VIII of Chapter VI.

1. This Part applies to every municipality of 100 000 inhabitants or over, by whatever law governed, except to county municipalities, where a general election is to take place in 1978 under this act.

It also applies, in whole or in part, in conformity with section 121, to every municipality referred to in this section.
