19. The Public Protector may exempt the highest ranking administrative official of a public body from the obligations set out in section 18, in particular by reason of the body’s size or available resources. If so exempted, the highest ranking administrative official must take all necessary measures to inform the employees that they may contact the Public Protector to disclose a wrongdoing.
