28. Notwithstanding section 19 of the Act respecting health services and social services (chapter S‐4.2) and section 7 of the Act respecting health services and social services for Cree Native persons (chapter S‐5), the Public Curator or any person authorized by him may, at any reasonable time or at any time in case of urgency, enter a facility maintained by an institution governed, as the case may be, by either of those Acts to consult, on the premises, the relevant record for an incapable person or a person under tutorship or under a protection mandate and make copies of the record.
The institution shall send a copy of the record to the Public Curator on request.

Notwithstanding section 7 of the Act respecting health services and social services (chapter S-5), the Public Curator or any person authorized by him may, at any reasonable time or at any time in case of urgency, enter a health services or social services establishment to consult, on the premises, the record of the case of a person who is unable or a protected person and make copies of the record. The person authorized by the Public Curator shall, on request, identify himself and produce a certificate of his authorization.
The establishment shall send a copy of the record to the Public Curator on request.
