13. If, as a result of his being unable to act, a member of the board cannot continue the hearing of a matter referred to him or sign the minute of a decision, another member may continue the hearing, with the consent of the parties, and render his decision on the notes and minutes of the hearing or, as the case may be, sign the minute of the decision.
