27. Even if he does not hold a licence, a person may at any time kill an animal attacking him or causing damage to his property.
Whoever kills an animal accidentally or in a case contemplated in the first paragraph shall hand over such animal forthwith to a conservation officer and file a sworn declaration in accordance with the form prescribed by the regulations. The animal so killed shall be confiscated and shall be disposed of in accordance with the regulations.
However, any conservation officer may kill an animal that is seriously hurt or ill or that might be a danger to human life or safety. The Minister or any person authorized by him may also authorize any employee to kill a dangerous animal by any appropriate means.
