C-61.1 - Act respecting the conservation and development of wildlife

54.1. The Minister may authorize a person, association or body to hold a draw for trapping licences or leases of exclusive trapping rights. The authorization may provide that all or some of the fees collected for the draw devolve upon the holder of the authorization.

54.1. The Minister may, by regulation,
(1)  fix the kinds and classes of licences and certificates, in particular for residents and non-residents, and limit the number of licences of each class for an area, territory or place the Minister indicates, or determine the number of licences of each class that an outfitter, association or body is authorized to issue under section 54 for an area, territory or place subject to a limit under this paragraph;
(2)  determine the content and term of a licence or certificate and the manner of issuing, replacing and renewing a licence or certificate according to the category of persons concerned or according to the species of wildlife sought or the age or sex of animals.

54.1. The Minister may, by order, for conservation or management purposes, issue fewer or more licences than the number fixed by regulation, or decide not to issue any licences.
The Minister may, notwithstanding section 11 of the Regulations Act (chapter R-18.1), make such an order upon the expiry of 15 days following the date of its publication as a draft in the Gazette officielle du Québec. The order comes into force, notwithstanding section 17 of the said Act, on the date of its publication in the Gazette officielle du Québec.

54.1. The Minister may, for purposes of conservation, issue fewer licences than the number fixed by regulation or he may issue no licences.
