71. Every regulation made under this chapter may have effect 12 months or less before its adoption.

71. The commissioners who are members of the Committee on internal management of the National Assembly on 18 December 1982 shall exercise the duties and powers entrusted to the Office of the National Assembly under Chapter II of this Act and under subdivision 5.1 of the Legislature Act (chapter L-1) until the members of the Office have been designated.
