21. The board of directors may issue a permit to a member of a corporation of chartered accountants of another province or of a territory of Canada upon written application for that purpose accompanied by the following documents:
(a)  a written recommendation of three members of the Ordre des comptables agréés du Québec;
(b)  a certificate of the competent officer attesting that the applicant is a member in good standing of a corporation of chartered accountants of another province or of a territory of Canada.
Only the members of a corporation of chartered accountants of a province or territory of Canada in which the same privileges are granted to the members of the Ordre des comptables agréés du Québec may avail themselves of this section.

(b)  a certificate of the competent officer attesting that the applicant is a member in good standing of a corporation of chartered accountants of another province.
Only the members of a corporation of chartered accountants of a province in which the same privileges are granted to the members of the Ordre des comptables agréés du Québec may avail themselves of this section, provided that they are Canadian citizens or comply with section 44 of the Professional Code.
