15. Every company in possession of any telegraph line in operation shall, except in cases provided for in section 16, forward all despatches in the order in which they are received, under a penalty of not less than $20 nor more than $100.

15. Every company in possession of any telegraph line in operation shall, except in cases provided for in section 16, forward all despatches in the order in which they are received, under a penalty of not less than $20 nor more than $100 which belongs to the person or persons whose despatch has been sent out of its order and who is or are aggrieved thereby.
