90. Every person who wilfully extinguishes a public lamp or light belonging to the company is liable to a fine of $4 to $20.

90. If any person wilfully extinguishes any of the public lamps or lights belonging to the company, he shall forfeit and pay to the use of the company a penalty of not less than $4 nor more than $20, and shall also be liable to make good all damages and charges, to be recovered with costs as hereinafter provided.
