54. Every member of the Council present at a meeting must vote unless he is prevented from voting by reason of his interest in the matter concerned under this Act or the Act respecting elections and referendums in municipalities (chapter E-2.2).

54. Every member of the Council who is present at a meeting must vote. However, no member of the Council shall be entitled to vote upon a matter in which he has a direct pecuniary interest either through himself or through a partner, and he shall be bound to give notice of such interest; the acceptance of or requisition for services made available to the public according to an established tariff shall not be deemed a direct pecuniary interest.
In case of dispute, the Council shall decide whether the member has a personal interest in the matter, and such member shall not be entitled to vote on the matter of his interest.
