212. During a fiscal year, the Community may adopt a supplementary budget.
The supplementary budget is prepared, filed and forwarded according to the rules applicable to the annual budget, with the necessary modifications. A copy of the budget must be sent to the municipalities and the members of the Council not less than 15 days before it is submitted to the Council.
The supplementary budget is submitted to the Council at a special meeting called for that purpose. Such meeting may close without the budget being adopted.
The Council may, on its own motion, amend the supplementary budget.
If the supplementary budget is not adopted within 15 days from the day it is submitted, the appropriations mentioned in the certificate of the treasurer contemplated in section 209 and included in the budget are deemed to be adopted and shall come into force on the expiry of that period.

The supplementary budget is submitted to the Council at a special meeting called for that purpose. Such meeting may close without the budget being adopted.
The Council may, on its own motion, amend the supplementary budget.
If the supplementary budget is not adopted within 15 days from the day it is submitted, the appropriations mentioned in the certificate of the treasurer contemplated in section 209 and included in the budget are nevertheless deemed to be adopted and shall come into force on the expiry of that period.

212. During a fiscal year, the Community may adopt any supplementary budget which it deems necessary.
The Security Council may also adopt any supplementary budget it considers necessary, during a fiscal year of the Community, and send it to the Community for adoption.
Any such budget shall be subject, as regards its approval, to the procedure provided for in sections 209 and 210 mutatismutandis.
The secretary shall forward a copy of such budget to the municipalities at least fifteen days before it is submitted to the Council. If such budget is not adopted at the meeting of the Council at which it is submitted, it shall automatically come into force. In such a case an appeal shall lie to the Commission municipale du Québec within fifteen days of such meeting, in accordance with section 210.
The expenses provided for in such budget shall be apportioned in accordance with section 220 to which they shall be subject. However, the aliquot share of such expenses payable by each of the municipalities shall become due and exigible at the time prescribed by the Council when it adopts the supplementary budget. If the Council fails to determine such time, the aliquot shares shall be exigible within thirty days of the adoption or coming into force of such budget.
