211. The director of each department shall be responsible for the management of the budget of his department, according to the provisions of this act, under the supervision of the executive committee.

However, the Security Council alone shall administer its budget. Within the framework of its budget, the Security Council shall be a mandatary of the Community.
Through its secretary, it shall send the accounts payable to the executive committee.
