19. The chairman, the vice-chairmen and the other members of the executive committee are entitled to the remuneration, allowance and pension, whether contributory or not, fixed by by-law of the Council and paid by the Community.

The by-law fixing the remuneration or allowance may have effect retroactively to 1 January preceding its coming into force.

The by-law fixing the pension does not apply to a person who participates in the pension plan established under the Act respecting the Pension Plan of Elected Municipal Officers (chapter R-9.3).

The by-law fixing the pension does not apply to any person who avails himself of Division VIII.1 of the Act respecting retirement plans for the mayors and concillors of municipalities (chapter R-16).

19. Any vacancy on the executive committee shall be filled, within thirty days of the date on which it occurs, in the same manner, mutatismutandis, as for the appointment of the member to be replaced. The term of office of the person filling the vacancy shall be for the remainder of the term of the member replaced.

Any vacancy not filled within the prescribed delay may be filled by the Minister.
