184. (Repealed).

184. Notwithstanding section 209, the Security Council shall draw up its budget each year for the ensuing fiscal year and file it with the secretary of the Community, together with its annual report, before 1 October.
At the same time, it shall file the budget of the Police Department, with or without amendment, and its recommendations in regard to such budget.
