117. When the Council orders, by resolution, the expropriation of an immovable or the establishing of a reserve for public purposes on the immovable, the secretary of the Community shall send forthwith to each municipality concerned a certified copy of the resolution.
After receiving the resolution, no municipality may, except for urgent repairs, issue a permit or certificate for building, alteration or repair in respect of that immovable. Such prohibition ceases six months after the date of adoption of the resolution.

117. After a resolution by the Council ordering the expropriation of an immoveable, no permit for building, alteration or repair shall be issued by a municipality as regards such immoveable, except for urgent repairs. Such prohibition shall cease after six months from the date of the resolution unless expropriation proceedings have commenced prior to the expiry of such delay.
No indemnity or damages shall be granted for buildings erected on or improvements made to an immoveable property after the passing of a resolution of the Council ordering the expropriation, provided that such resolution be followed by expropriation proceedings within the following six months. Such provision shall not apply to urgent repairs made after a permit for such purpose has been obtained.
