27. The meetings of the Council shall be open to the public.
Every meeting on the Council must include a period in which the persons attending may put oral questions to the members of the Council.

27. The Council shall elect a vice-chairman. The term of office of the vice-chairman of the Council shall be four years, but if he ceases to be a member of the Council before the expiry of such four years, his term shall end on the date when he ceases so to be a member of the Council; in such case he shall nevertheless remain in office until his successor is appointed.
For the purposes of the preceding paragraph, no such person shall cease to hold such a position at the expiry of his term of office as mayor or councillor of a municipality, provided that he is a candidate at the ensuing election and is subsequently re-elected.
The vice-chairman of the Council shall be entitled to the additional remuneration fixed by the Government and paid by the Community.
