11. A resignation under section 9 or 10 takes effect on the date on which the secretary of the Community receives a writing to that effect signed by the person resigning.

11. The chairman and the vice-chairman of the Council are appointed for a term of four years.
However, if he ceases to be a member of the Council before the expiry of the four years, he ceases at the same time to be the chairman or vice-chairman.
For the purposes of the second paragraph, a person does not cease to be a member of the Council at the expiry of his term as a member of the council of a municipality if he is reelected at the election held after the expiry of his term, if, within the prescribed time, he makes the oath required of any elected person and if his reelection enables him to again become a member of the Council as the representative of the same municipality.
