100. Any contract involving an expenditure below the expenditure threshold for a contract that may be awarded only after a public call for tenders under section 99, from among the contracts referred to in the second paragraph of that section, may be awarded only after a call for tenders, by way of written invitation, to at least two insurers, contractors or suppliers, as the case may be.
The time for the receipt of tenders must not be less than eight days.
The eighth, ninth and tenth paragraphs of section 101 apply to the awarding of a contract referred to in the first paragraph of this section.

The first sentence of the fourth paragraph and the eighth, ninth and tenth paragraphs of section 101 apply to the awarding of a contract referred to in the first paragraph of this section.

100. Any contract involving an expenditure of less than $100,000, from among the contracts to which the second paragraph of section 99 applies, may be awarded only after a call for tenders, by way of written invitation, to at least two insurers, contractors or suppliers, as the case may be.
Subject to section 102, the Community may not, without the prior authorization of the Minister, award the contract to any person other than the person who submitted the lowest tender within the prescribed time. However, where it is necessary, to comply with the conditions for a government grant, that the contract be awarded to a person other than the person who submitted the lowest tender within the prescribed time, the Community may, without the authorization of the Minister, award the contract to the person whose tender is the lowest among the tenders submitted within the prescribed time that fulfil the conditions for the grant.
