10. The Government may approve the application and the marketing agreement if it considers it to be in the public interest, taking into account the quality and the volume of the marine products to be put on the market, the commercial markets, the extra-provincial competition, the economic situation and the legitimate interests of the fishermen, the marine products processing enterprises and consumers.
